The Balance Law is almost impossible for the safety regulator

The building safety regulator was established after the Grenfell tragedy

Initially implemented to overcome safety problems in connection with the destroying Grenfell Fire, the Building Safety Regulator (BSR) is now accused of weakening developments in the capital.

The postponement in the current system “Damaging investor confidence” in this sector, “holding back the delivery of new homes and adding uncertainty for residents”, Head of Melanie Leech from the British Property Federation, said.

Only 871 affordable houses have been built in the capital since 2021 – more than five percent of the current home construction target, which has a deadline in March 2030.

Only more than three percent of the target of the original capital housing, which must be reduced this May in the face of “difficult conditions”.

Critics argue that the important part of the slow planning process is BSR, which often takes longer than the target of eight weeks to decide the application.

“If you are a developer and you have a five to 800 home scheme, and you will take you one year to get planning … and you need one more year to get a building control sign … Flower accusations will rise, the scheme becomes unable to do, you lose your finances,” said Head of Mace Reynolds at the selected committee earlier this week.

BSR must compete with unpleasant tasks: to ensure security without choosing the ability of the industry to send homes, especially with a government target of 1.5 million new houses.

The new reform aims to streamline the newborn system and help loosen the congestion, but are they far enough?

‘Important Culture Shift’

There is no question that BSR is needed to ensure the safety of high -rise buildings.

“The introduction of building safety regulators is a very important cultural change in the market,” Director of the Cladding Safety Scheme Helen Fisher told the elected committee.

“There is a cultural need for the construction industry to take the requirements for building safety regulations more seriously … [but] I am not jealous of the work that must be obtained by the building safety regulator, “he said.

The new reform has introduced the process of fast tracks to “increase the review of” Newbuild applications, and “open the way” for the creation of a single construction regulator, as recommended by the Grenfell Tower investigation.

Experts say changes “directly overcome” delays in the process that previously made developers frustrated and slowed the progress of housing delivery.

“It is very encouraging to see the safety and speed treated as a complementary priority, not conflicting,” Neal Moy, MD Development Development in Paragon Bank, said.

Leech said that “We want to see a system that balances proportional regulations without sacrificing security … The process of fast tracks is only important to unblock decisions quickly now.”

Talking about it

Dental problems in BSR are not natural mistakes in the setting system.

“Apart from all user tests – and we work together with the industry in terms of testing various things – the reality is a longer time to judge [applications] Instead of being assumed in business cases, “said HSE Annette Hall operational policy leader.

There are also concerns about the communication of complex issues such as resource constraints and pipeline problems, something that the government expects to reverse reforms today.

“There are … things we can do to improve communication and ensure that we have asked applicants to be clear,” Reynolds said. “There have been some relaxation, but clearly regulations do not allow regulators to do that.”

“But this returns to the problem of not working together at the beginning in the process … If the government goes behind a closed door and writes rules that cannot be implemented, it will only force delays and slow down everything,” he added. “If we have transparency around reporting, it will make many differences”.

Helen Fisher concluded that “Transparency Builds Trust”.

“This will help us all understand where there is learning to occur, where there is a greater understanding that is needed, but also where there are operational problems.”

Fisher and Reynolds argue that the construction industry requires clarity to plan effectively and send homes. Maybe, if you’re not sure, this new reform to BSR will help achieve it.

In Steve Evans’s words, it is still “it might be too early to say” if BSR can reach balance.

“Many staff … will move to a new executive agent. Our hope is that it will be supported by experienced people from the industry.”
